A 291 m hill behind Cape Shiokubi on the Tsugaru Strait in southeastern Hakodate, in the former Toi area. Two routes reach the summit: the Toigawa forest road and a former private facility’s service road. Gate keys for the forest road are lent by the Toi branch office from mid-April through November 30, subject to restrictions when brown bears are present.
